Career
He was honored with the award on 16 February 1897. Dougall was born in Scotland on 17 July 1836. He enlisted into the 88th Indiana Infantry.
He died on 22 May 1912.
His remains are interred at the Independent Order of Odd fellows Cemetery in New Haven, Indiana.
