Artizov graduated from the Moscow State Historical and Archival Institute (1980). He defended the thesis on the topic “Problems of national historiography in Soviet historical science. 1917 - the middle of the 1930s.”. He defended the doctoral thesis on the topic "School of Pokrovsky M. N. and Soviet historical science, the late 1920's - 1930's.” in 1998.
In 1980 and from 1982 to 1984 he was a senior archivist of the State Archives of Kalinin region and later of Kaluga region.
Since 1984 he was the head of the archival department of the Kaluga regional executive committee.
He worked as the senior teacher of The Kaluga State Pedagogical Institute named after Tsiolkovsky in 1988-1989.
He was the senior assistant of the General Department of the Central Committee of the CPSU from 1989 to1991.
Since 1991 he worked as the consultant, the head of the department and was a member of the collegium of the State Archival Service of the Russian Federation.
Since 1997 he was a consultant, the head of the department and adviser to the Administration of the President of the Russian Federation.
In 2001-2004 he became the State Secretary – First Deputy Head of the Federal Archival Service of the Russian Federation.
Since May 2004, Artizov was a Deputy Head of the Federal Archival Agency.
After the resignation of Kozlov V.P. on September 21, 2009, Artizov became the Acting Head of the Federal Archival Agency. On December 14, 2009 he was confirmed in office.
