In 1984 Mr. Avetisyan graduated from the Faculty of International Relations of Moscow State Institute of International Relations (MGIMO University under the USSR Ministry of Foreign Affairs). He speaks Dari, Pashto, English, and French.
After graduating from the University Andrey was a diplomatic serviceman in the USSR Ministry of Foreign Affairs (MFA). He held many diplomatic posts in MFA central office and abroad. Since 2002, he has been the head of the Russian MFA European Cooperation Department. Since 2002, he has been the Deputy Permanent Representative of the Russian Federation to the European Communities in Brussels (Belgium).
Since December 2006, Andrey has been a deputy director of the European Cooperation Department MFA of the RF. On 21 November 2009, he was appointed Ambassador Extraordinary and Plenipotentiary of the Russian Federation in the Islamic Republic of Afghanistan.
