Chernyshev Andrey Valentinovich graduated with honors from Moscow Regional Pedagogical Institute named after N.Krupskaya (1970-1974), his specialization was history and social studies.
In 1996 he defended his thesis for the degree of candidate of economic sciences in the field of supply and demand regulation in modern conditions, and in 1998 he defended his thesis for the degree of Doctor of Economic Sciences in the management of the hotel and tourist complex.
Two diplomas-licenses of intellectual novelty of the International Academy of Informatization, two certificates of official registration of the computer program of the Russian Agency for the Legal Protection of Computer Programs, databases and topographies of integrated microcircuits (RosAPO) were obtained from the research topics.
Chernyshev Andrey Valentinovich began his career as a teacher of history and social studies at the school of working youth №. 85 in Moscow. In 1974, he was drafted into the ranks of the Soviet Army, the service was held in the Group of Soviet Forces in Germany. In the rank of sergeant guard was fired in the reserve in 1975 and immediately began to work as a teacher of history and social studies at the school № 913 in Moscow.
In 1977 he was accepted as a candidate member of the CPSU and recommended to the released Komsomol work. Until 1984 he worked as the head of the department for propaganda and agitation of the Volgograd RK Komsomol in Moscow, as a second secretary and then – as a first secretary.
In 1984 he moved to the post of the deputy head of the organizational department, and later became the head of the general department of the Volgograd District Committee of the CPSU. For several years he was elected as a secretary of the party organization of the RK CPSU, RK Komsomol, RK NK and the district organization of the society "Znanie". In 1990, as a result of alternative elections in the first round with an overwhelming majority was elected People's Deputy of the Volgograd District Council of Moscow.
In 1991-1996 he worked as a manager in a number of commercial structures: managing director, vice-president of AO “Region” (1991-1993), chartered secretary, vice-president of AO "AFK-Sistema", then he was a president of AO "Sistema-Invest" (1993-1996). From 1996 to 1997 he was the first vice-president of VAO "Intourist". From 1997 to present days - First Vice-President of the State Joint-Stock Company "Moscow".
