Ann Peyton Fearrington was born on August 25, 1945, in Winston-Salem, North Carolina, United States. She was the daughter of James Cornelius Pass and Florence (McCanless) Fearrington.
Ann Fearrington attended Randolph-Macon Woman's College (now Randolph College) before receiving a Bachelor of Arts degree in English and secondary education at the University of North Carolina at Chapel Hill in 1967. Then she obtained a Master of Science degree in botany and horticulture at North Carolina State University in 1972. She also studied at North Carolina State University College of Design.
Ann Fearrington began her writing career during her studies. As a student, she wrote for the University of North Carolina at Chapel Hill's Daily Tar Heel and later for the Winston-Salem Journal and Sentinel. Before earning her master's degree, Fearrington taught creative writing, English, Latin, and drama in middle school. During graduate school, several of her poems were published in various literary magazines. For years 1997-2000, the United Arts Council of Raleigh-Wake County designated Fearrington as a writer-in-residence for the Raleigh-Wake County Schools. She also worked as a designer of gardens and a school library volunteer.
Fearrington's first book, Christmas Lights, was published in 1996. She found the inspiration for her children's holiday book in a family tradition which, she thought, was restricted to her geographic area in Winston-Salem, North Carolina, but which was actually a nationwide ritual. While growing up, Fearrington and her family jumped in the car and cruised the displays of Christmas lights.
In the book, a mother, father, and their pajama-wearing children climb into their station wagon on Christmas evening to take a trip through the neighborhood, admiring the lights and holiday displays. Alliterative prose and descriptive language combine with Fearrington's pastel drawings as the family realizes that the lights they like best of all are the ones on their own Christmas tree in their own home. Fearrington worked on the text of Christmas Lights for a year and on the nine illustrations for another year.
Fearrington was also the author of The Little Green Book: Eighteen Keys to Your Child's Reading Success which was also published in Spanish as Pequeño Libro Verde in 2000. In addition, she wrote and illustrated the Teacher and Librarian Guide for The Little Green Book: Eighteen Keys to Your Child's Reading Success, a guidebook for educators. She was also the creator of StudioAnn.com, an online resource for children, parents, librarians, and teachers.
The author's 2002 work, Who Sees the Lighthouse?, follows a counting book format as a variety of friendly people and animals are illuminated by a lighthouse's beacon, beginning with one sailor, then two pilots, three seagulls, and more. Even pirates and aliens are able to see the lighthouse in Fearrington's book. She also included a collection of facts on lighthouses, their history, and their locations throughout the United States.

Her legacy is her love of children reflected in her own children, grandchildren, and the books she wrote.
Ann Fearrington was a member of the Society of Children's Book Writers and Illustrators, International Reading Association, Beatrix Potter Society, and Wake County Reading Association.

Ann Fearrington married Hege Hill Russ on September 7, 1967. The marriage produced two children, James Pass Fearrington Russ and Joseph Peyton Fearrington Russ. Later, after Hege's death, Ann married Vance Cox on June 17, 1985.
