Arkady Vasilyevich graduated from the Tambov Institute of Chemical Engineering (now Tambov State Technical University) in 1972.
Arkady Vasilyevich worked as a locksmith-fitter and electric welder of the Khimpromstroy factory in Tambov during the years 1957-1959 and 1962-1967. From 1967 to 1995 was the master of the factory "Volgaprodmontazh".
Makarov's poems were published in the journals "Our Contemporary", "Lifting", "Russian Bell" and others. He is the author of 5 collections of poems, including "Night Shift" (Voronezh, 1978), "Bird-joy" (Voronezh, 1981), "Two white clouds flew" (Tambov, 2000), as well as the prose book "Narrations Caused by the light of an extinguished lamp" (Tambov, 2005).
