Tuttle took the medical courses at the University of Maryland, which he graduated in 1906. Also he graduated from Army Medical School.
Tuttle enlisted as a private in the Hospital Corps, serving in this branch from 1898 to 1907, reaching the grade of Sergeant First Class. In 1908, he became a reserve officer in the United States Army Medical Corps. During World War I Arnold served with General Pershing's headquarters in France. Then he served in the office of the surgeon general in Washington.
In 1924, Tuttle was appointed an instructor at the Medical Field Service School at Carlisle Barracks, where he served until 1925. Also he was a commandant of the School of Aviation Medicine from 1934 to 1937. Then he took a position of a medical director at the United Air Lines, where he served until his retirement in 1951.
Tuttle was a member and president of the Aero Medical Association, Institute of Aeronautical Sciences, American Medical Association and American College of Surgeons.
In 1932, Tuttle married Adrianne M. Tuttle.
