Azusa Ono was born in Tosa Province (Kochi Prefecture) in 1852.

Asuza Ono went to Edo (1869) and studied at the Shoheiko (Shogunate College), went to Britain and the United States to study law.
After returning he and Tatsui Baba organized the Kyozon Doshu Society and introduced Western civilization to the public.
Asuza Ono became a Justice Ministry official and subsequently a secretary of the Senate and the Prime Minister. When Councilor Shigenobu Okuma resigned assuming responsibility for the Hokkaido Development Office Scandal (1881), he followed suit.
He participated in the organization of the Rikken Kaishinto (Progressive Party) and took part in the establishment of the Tokyo Semmon Gakko, which was the predecessor of Waseda University. Also founded the Toyokan Publishing House, predecessor of the Fuzambo Publishing Company.
