Yamamoto Baigai studied the doctrines of Sorai Ogyii under his father. In 1870th he studied geography under the Dutch scholar, T.H.U. Reiche.
In 1871 Yamamoto Baigai founded Seiiku Gijuku (private school) in Tokyo. Later in 1874 he was appointed a technical expert to government's engineering department and after taking part in the Seinan Affair (revolt of Takamori Saigo) joined in 1877 the editorial staff of "Osaka Shimpo" (newspaper).
Later he founded the newspaper "Nichi Nichi Shimbun" and advocated liberalism through its pages. Shortly after he founded another private school named Baiseishojuku and began taking active part in politics as a member of Liberal Party (1882). Together with Kusuo Kobayashi and Kim Ok-kym Yamamoto Baiga agitated for the independence of Korea, but in vain. Disillusioned he gave up politics and devoted his time to teaching and worked for the promotion of foreign trade and emigration abroad. In 1897 he organised a tour in China. Yamamoto Baigai is also known as the author of many books.
