Jones received a Bachelor of Arts degree in Fine Arts from the University of Pennsylvania in 1948. Three years later he earned his Bachelor of Architecture degree from the same university. In 1955, Barclay was given a master’s degree in Regional Planning from the University of North Carolina. Also in 1961, he received a Doctor of Philosophy degree in Economics from that university.
Jones served in the United States Army during World War II. In 1956, he began his career as an instructor and then an assistant professor of the planning faculty at the University of California, Berkeley. In 1961, Barclay became an associate professor and professor of the Department of City and Regional Planning at Cornell University.
In addition, he, with professor Stephen Jacobs, built and maintained the historic preservation program at the University of Puerto Rico and established connections with Chinese, Russian, and East European researchers.
Barclay contributed to the growth of the graduate programs in City and Regional Planning, Regional Science and Historic Preservation Planning at Cornell University. He generated the bulk of graduate planning research fellowships at Cornell University. In 1990, he was named Distinguished Planning Educator by the American Collegiate Schools of Planning.
Barclay Gibbs Jones Award for Best Dissertation in Planning was named in his honour.
Barclay was a member of the American Institute of Architects, the American Institute of Certified Planners, Phi Kappa Phi, the American Economic Association, the American Association for the Advancement of Science and the Society of Architectural Historians.
He served as president of the Urban and Regional Information Systems Association from 1966 to 1969, president of the North East Regional Science Association in both 1975-1976 and 1987-1988 and president of the Regional Science Association in 1983. Barclay was the chairman of the City of Ithaca Landmarks Preservation Commission from 1984-1991 and was president of Historic Ithaca and the Tompkins County Landmarks Commission. He was named a fellow of the United States International Council on Monuments and Sites in 1986.
On June 8, 1957 Barclay Jones married Anne Tompkins. They have two children.
