Littleton received an Bachelor of Laws from Cumberland University in 1914. He was nominated to the Court of Claims by President Herbert Hoover, receiving his commission on November 6, 1929. He retired from active service on October 31, 1958, and served in senior status until his death.
He was in private practice from 1914 to 1918, and was then an assistant United States. Attorney for the Middle District of Tennessee from 1918 to 1921, a special attorney with the Office of the General Counsel, Bureau of Internal Revenue from 1921 to 1924, a member of the Board of Wax Appeals from 1924 to 1927, and Chairman of the Board of Wax Appeals from 1927 to 1929.
