Howland was born on January 28, 1937 in Chicago, Illinois, United States; the daughter of Sam and Jessie (Berger) Sotonoff.
Howland received a Bachelor of Arts from the University of Chicago in 1955.
Howland served as a visiting associate professor on the Committee on Social Thought at the University of Chicago from 1993 to 1996. She worked as a librarian and did editorial work for the University of Chicago Press.
Her first book "W-3", 1974 was named for the psychiatric wing of a Chicago hospital and was about the suicide attempt and its aftermath. Bette`s second book "Blue in Chicago", the story of a working-class Jewish family. Her third book "Things to Come and Go: Three Stories", 1983, depicts complex, interpersonal relationships between members of Chicago's Jewish community. She also published numerous essays and short stories.
