Chapman was born on October 18, 1936 in Tupelo, Mississippi, United States; the daughter of Charles Wilson Trapp and Mamie Elizabeth (Bates) Trapp.
Chapman received a Bachelor of arts degree from Millsaps College in 1958.
Chapman began her career as a teacher at Spring Branch Indiana School District in 1959 and held it for two years. In 1973, she was appointed a substitute teacher at St. John's School, where she worked until 1977. Since 1989 Betty has served as an independent historian and freelance writer in Houston. In addition, since 1993 she has been a columnist for Houston Business Journal. Chapman has also worked as a consultant for a variety of historical projects in the city, including the placement of 60 historic markers along Texas Avenue.

2006Chapman has served on the boards of The Heritage Society, the Greater Houston Preservation Alliance and the Houston History Association. She is the immediate past chair of the Houston Archaeological and Historical Commission. Betty is a member of American Association of the University of Women, Women's History Network, Texas State Historical Association, Southern Association of Women Historians and Houston Archeological and History Commission.
On December 29, 1960 Betty Chapman married Billy Klingman Chapman. They have 2 children.
