Bhagwan studied at Patna University in Bihar, India in 1956. In two years he became a Bachelor of Science. In 1961 he was a student of the Bihar University in Bihar, India. He received a degree of the Master of Science. In 1970 he studied at the faculty of Business at Bihar University in Bihar, India.
Bhagwan started his career as a science teacher in the Government High School in Thawe, India. After that, he joined as a lecturer in the DAV College in Siwan, Bihar, India. He worked as a University Professor and HOD of Physics in the Gopeshwar College in Hathua, India for 30 years.
From 1970 to 1972 he was a founder member and founder of the Principal, Professional Corporation Science College in Chhapra. He left this college after giving the shape to it and again joined Gopeshwar college in Hathua.
He had one of the category 'B' Donor Dr. Ram Manohar Lohia College in Muzaffarpur, India since 1965. Since 1992 he was a President of Arya Samaj in Siwan, India. Bhagwan was a correspondent: The Searchlight, Patna- an English daily for one year, The Indian Nation Patna, since 1970. The Times of India, patna, The Organiser. Talker- All India Radio, Patna. President, District Press Association, Gopalganj, Bihar 1982-1997. After superannuation, he was appointed as Honorarium member of District Lok Adalat in Siwan, India.
Bhagwan married to Durgawati Devi on June 3, 1962. They had six children: Er.Ashutosh Priya Kumar, Dr Daisy Rani, Dr Durgesh Ranjan Sharda, Sri Sri Ravi Shankar, Smt Sangita Rani and Sri Krishna Mohan.
