This book reviews the evolution of federalism in Australia during the Whitlam, Fraser, Hawke and Keating Governments (1972-1995) - a period of profound change in the state of the economy, in public finances and in political institutions and processes. It charts the performance of successive governments, and the successes and failures of their policies. A central theme is that these governments have contributed to the decline of the public sector and to the retreat from genuine federalism in Australia. Its publication is accompanied by a reprint of the book by R. Mathews and R. Jay titled 'Federal Finance', which remains a classic reference on the subject for the period from the 1890s to 1972. Together the two books provide a complete account of Australian fiscal federalism from pre-Federation until the end of 1995.
