Bill Jay was born on August 12, 1940 in Maidenhead, Maidenhead, Windsor and Maidenhead, United Kingdom.
Bill Jay received his diploma at Berkshire College of Art. He earned both a Master of Arts and a Master of Fine Arts at the University of New Mexico in Albuquerque, where he studied with Van Deren Coke and Beaumont Newhall.
Bill Jay started to work at the Institute for Contemporary Arts, London, England as a director of photography during 1969-1971. Since 1974 he has taught the history of photography at Arizona State University in Tempe, became an associate professor. Prior to that time he worked at several photographic archives, among them IMP/GEH, the University of New Mexico Art Museum and the Bibliothèque Nationale in Paris.
In London, Bill Jay was editor-director of the magazines Album (1969-1971) and Creative Camera and picture editor of Daily Telegraph magazine. He was director of photography of the Institute of Contemporary Arts (1969-1971) and arranged the British Documentary Photograph 1850-1970 Collection for the Arts Council of Great Britain. Bill Jay has published over 200 articles in a wide variety of journals over the past fifteen years and delivered scores of papers at major symposia and conferences.
Bill Jay retired in the late 1990s, leaving Mesa, Arizona, for Ocean Beach near San Diego, then to Sámara on the Nicoya peninsula, Costa Rica, in 2008.

1991Bill Jay is a member of Society for Photographic Education, having served on its board of directors from 1974 to 1978, and Royal Photographic Society of the United Kingdom, serving on its Royal Committee in 1972.
