William "Billy" Winstanley born in Platt Bridge, was an English professional rugby league football player of the 1900s and "10s, playing at representative level for Great Britain, England, and Lancashire, and at club level for Platt Bridge ARLFC, Leigh, and Wigan, as a prop, hooker, second-row, or loose forward/lock, id est (that is) number 8 or 10, 9, 11 or 12, or 13 during the era of contested scrums.

While at Leigh he was selected to go on the 1910 Great Britain Lions tour of Australia and New Zealand and won caps for Great Britain against Australia, Australasia (2 matches), and New Zealand. While at Wigan he played in 1911-1912 against Australia (3 matches).
