Bunkai Totsuka was born on October 24, 1835 in Okayama, Japan.
Began the study of medicine from Koan Ogata, and when a Dutch physician came to Japan he was ordered by the Shogunate to study under him.
Bunkai Totsuka was then attached to Shogun Yoshinobu Tokugawa (1867), promoted superintendent physician of Imperial Navy (1872), inspector general of fleets and hospitals (1876). He rendered meritorious services during the Seinan Affair (revolt of Takamori Saigo in 1877), and then leaving the government service founded the Tokyo Charity Hospital with the help of Kanehiro Takagi (1883).
