Stiner, Carl Wade was born on September 7, 1936 in LaFollette, Tennessee, United States. Son of Emmit Clyde and Hassie Delma (Bullard) Stiner.


Bachelor of Science, Tennessee Polytechnic Institute, 1958. Master of Public Administration, Shippensburg (Pennsylvania) State College, 1975.


Commissioned Second lieutenant United States Army, 1958, advanced through grades to general, 1990. Infantry battalion officer, then brigade operations officer 4th Infantry Division, Vietnam, 1967. Commander 2d battalion, 325 Airborne Infantry Regiment, division operations officer 82d Airborne Division, 1970.

Commander 1st Infantry Training Brigade, Fort Benning, Georgia, 1975. Chief of staff Rapid Deployment Joint Task Force, 1980. Assistant division Commander 82d Airborne Division.

Assistant deputy director for politico-military affairs Joint Staff, Washington, until 1984. Commanding general Joint Special Operations Command, Fort Bragg, North Carolina, 1984-1987, 82d Airborne Division, 1987-1988, XVIII Airborne Corps, Fort Bragg, 1988. Commander of all forces Operation JUST CAUSE, Panama, 1989.

Commander in chief Headquarters United States Special Operations Command, MacDill Air Force Base, Florida. Retired from active duty, 1993. Now farming consultant La Follette, Tennessee.
