Assistant and chief engineer Panama Tramway, 1st assistant and chief engineer Panama water works, and construction engineering One of original 8 members of the “Junta” who planned separation of Panama from Colombia. Came to the United States, 1903, as member commission to draw up Panama Canal treaty. Member of commission that reached agreement with United States Government, May, 1904, as to new monetary system for Panama.

Appointed secretary of legation, 1903, Envoy Extraordinary anu Minister Plenipotentiary, October 15, 1909, Republic of Panama.
