Career
Minister Plenipotentiary to Mexico, the United States, Great Britain, and France, at various times during the years 1901-1919. President of Paraguay, 1906. Member of the Chamber of Representatives.
Of the Superior Tribunal of Justice.
At present (1934) rector of the University of Asunción. Has been a delegate to international conferences held in México, Montevideo, and Rio de Janeiro.
