After graduation, Chao-tung Meng entered judicial service and served successively as judicial commissioner, procurator and judge in various parts of the country. He was the president of the Wuchang District Court and acting president of the Hupeh High Court . He also was a chief procurator of Loyang District Procuratorate, president of Honan High Court and concurrently president of Honan First Divisional High Court, Sinyang now, president of Honan High Court.
