He worked successively with the noted British architects, Gilbert Scott and Digby Wyatt, engaged in the restoration of some of the English Cathedrals.
Following his arrival in the U. S. about 1878, Mr. Owsley established resi¬dence in Youngstown, and opened an office for architectural practice. Noted examples of the public buildings he designed were the Mercer County Court House, Celina, Ohio, and the Mahony County Court House in Youngstown on which he was associated with Louis Boucherie. Some of his later works educational buildings, churches and bank buildings in eastern Ohio and thé west part of Pennsylvania, were planned in collaboration with his son Charles under the firm name.

Mr. Owsley joined the Western Association of Architects in 1884 shortly after starting practice in Youngstown, and five years later following thé merger of the Association with the American Institute of Architects, was made an affiliate of the local chapter, later named East.
