Smart was a city councillor in Westmount in 1910. He successfully ran as a Conservative candidate in the provincial district of Westmount in the 1912 election. He was re-elected in the 1916, 1919, 1923, 1927, 1931 and 1935 elections.
He did not run for re-election in 1936.
Smart was appointed to the Legislative Council of Quebec in 1936, but the institution did not resume its activities until after he died. He died on June 4, 1937.
