Educated through primary and grammar schools of Baltimore. Graduate manual training school, 1889, technical course, Johns Hopkins, 1891-1894, receiving certificate of proficiency.
Engaged with electrical st. railway, and engineering companies, 1888-1896. In private practice as consulting engineer Retained, 1902, by City of Cleveland to report and estimate upon cost of electrical st. and commercial lighting project adopted by city council. Retained by cities of Johnstown and Rochester, New York, 1903, in litigation over construction and operation of underground electrical conduit systems
And by City of Montreal, to report and estimate upon an underground conduit system, project adopted by board of aldermen.
Retained by Comptroller Grout of New York, 1905, to assist in investigation of prices charged for electric st. lighting. Chief engineer of Electric communications of Baltimore, 1898, in charge construction of underground comduit.
Secretary Municipal Lighting communications of Baltimore, since 1900. Chief engineer Public Service communications Maryland, since 1910.
Engineer member Maryland.
State Board of Health, since 1915. From 1898 devoted efforts to questions affecting relations of public service corps, to public. Retained, 1906, by National Civic Federation in investigation and appraisal of municipal electric lighting plants and their operation.
And, 1907, by Cambridge, Massachusetts, in connection with construction of underground conduits by the city.
