Excerpt from Locomotive Building, Vol. 1: Main and Side Rods Altoona is the focus of railway activity in western Pennsylvania. It forms the terminal of the Eastern and Western Pennsylvania Divisions, and there is scarcely a moment of the day when trains are not arriving or departing. The density of the traffic is best realized, perhaps, by sitting on the slope of the mountain-side above the Horseshoe Curve and watching the, trains slowly panting upward or carefully sliding down the heavy grade. Apparently there is not an hour of the twenty-four, when one or more trains are not visible from this point. The sound of laboring locomotives and clanking couplings ceases not by day or night, year in or year out. Aside from its importance as a division terminal, the town is still further distinguished by being the location of an immense system of railroad shops. 'it has, in fact, probably the largest railroad pcpu lation in the world, numbering about seventy thousand inhabitants. The only other business of any size in the place employs not over one thousand workmen. All the miscellaneous industrial activities, such as those of the storekeepers, doctors, street-car employes, policemen, preachers, etc., must be credited to the railroad, as they serve the railroad employes, and without them they would be out of work. The Pennsylvania Co. Has here an immense locomotive repair shop, a locomotive testing plant, car shops, and foundry; and a locomotive building plant at Juniata, a suburb toward the east. He was born in Barnet, Vermont, the son of Albert Wellington Flanders, a farmer and woodworker, and Mary Lizzie Gilfillan.
His family moved to Rhode Island, where he attended Pawtucket High School and in 1896 received a diploma from Central Falls High School.
After being transferred to the drafting room, he studied mechanical drawing at night school and mechanical engineering by correspondence.
The following year he became an indentured apprentice in Browne and Sharpe's machine-tool factory, where over a three-year period he secured a grounding in mechanical engineering. After being transferred to the drafting room, he studied mechanical drawing at night school and mechanical engineering by correspondence.
He began contributing articles to machine-shop journals, and this led to his employment in New York City from 1905 to 1910 as associate editor of Machinery.
He returned to Vermont in order to resume his career as a mechanical engineer.
Soon after his marriage Flanders became manager of Jones and Lamson, and later its president. As an engineer, a business executive, and the author of articles on public affairs, by the 1930's he had gained national recognition.
In 1933 Flanders was appointed to the Business Advisory and Planning Council. He soon became a critic of New Deal policies and in 1940 ran unsuccessfully for the United States Senate as a Republican.
During World War II he served on the War Production Board, and from 1944 to 1946 he was president of the Federal Reserve Bank of Boston. In 1946 Flanders was elected to the Senate.
In foreign affairs he held a qualified international outlook. He supported the bold initiatives of the Truman Doctrine, the Marshall Plan, and peacetime conscription. Favoring extension of the Monroe Doctrine to Western Europe and doubtful as to military commitments, he voted against the NATO Treaty. During the Eisenhower administration he supported the Eisenhower Doctrine and the Atoms for Peace Treaty.
He voted in favor of the Bricker amendment that sought to limit presidential power to negotiate treaties and executive agreements.
Flanders was reelected to the Senate in 1952 by an overwhelming majority. He made an enduring contribution to the nation in this second term. Republican Senator Joseph McCarthy of Wisconsin had created a climate of fear in America with his reckless charges of Communist penetration of the government and the army.
President Dwight D. Eisenhower and prominent Republican leaders failed to rebuke him. Believing that no threat of internal Communist subversion existed, and deeply disturbed by McCarthy's disreputable conduct, Flanders introduced a resolution to censure McCarthy. It was referred to a special committee headed by Senator Arthur V. Watkins. Senate debate on the resolution began July 30, 1954. Speaking in a calm voice, unperturbed by the tension in the chamber, Flanders urged the Senate to pass his resolution.
He was immediately followed by Republican colleagues; Senator Guy Cordon argued for "orderly procedure, " and Senator Everett Dirksen savagely attacked the resolution as a contrivance of Communists and left-wingers.
When Flanders indignantly rose to reply, Majority Leader William T. Knowland moved for a recess. Upon adjournment it appeared that Flanders was a lonely complainer doomed to defeat.
That the opposite occurred was a result of several factors: televised hearings of the army-McCarthy inquiry, which exposed McCarthy's true character; the support of the National Committee for an Effective Congress; the careful procedures of the Watkins committee; and the November elections, which gave the Democrats control of the next Congress.
On December 2, acting on the unanimous recommendation of the Watkins committee, the Senate voted 67-22 to condemn McCarthy's conduct.
During the months since he had introduced his first resolution, Flanders had been virtually ostracized by his colleagues; in the debate on the Watkins committee report he had been bitterly assailed.
Now he became a hero, earning praise from politicians and the press. The politics of fear had ended. More than any other person Flanders had effected salutary results, restoring the Senate as an institution of repute and responsibility and dissipating hysteria.
In 1958 he chose not to run for a third term. He devoted his remaining years to writing his autobiography, Senator from Vermont (1961), and to raising bacon pigs, saying Vermont had too many pigs raised for their lard.
Flanders died in Springfield, Vermont.

He soon became a critic of New Deal policies and in 1940 ran unsuccessfully for the United States Senate as a Republican.
Flanders served on such important Senate committees as Banking and Currency, Finance, Joint Economy, and Armed Services, as well as the powerful Armed Services Appropriations Subcommittee. He voted to override President Harry S. Truman's veto of the Taft-Hartley bill, and to enact the Taft-Ellender-Wagner housing bill and the civil rights bill of 1957.
Quotations: As he later wrote in his autobiography, his actions in the Senate were based on a faith in an economy that looked to "production of more, not redistribution of limited wealth"; in education that looked to self-discipline and competition instead of "enjoyment of life" and "togetherness"; in moral or natural law instead of pragmatism; and in a world order based on mutual self-interest instead of individual national interest.
The British Institution of Mechanical Engineers made him an honorary member.
On November 1, 1911, he married Helen E. Hartness, daughter of the president of the Jones and Lamson Machine Company in Springfield, Vermont. They had three children.
