Appointed to the United States Naval Academy, at-large, by President Grant, 1869, graduate 1873.
His active-duty career included service in the Spanish–American War and World War I.
Badger served in Cincinnati (C-7) during the Spanish–American War, and climaxed his career as Commander in Chief, Atlantic Fleet. He served as superintendent of the United States Naval Academy from 1907 to 1909. He was awarded the Distinguished Service Medal for his contribution as chairman of the Navy General Board during World War I. Rear Admiral Badger died September 7, 1932 and is buried in Arlington National Cemetery.
Two Navy ships have been named in honor of R.Adm.
Badger: United States Ship Charles J. Badger (Doctor of Divinity-657), and United States Ship Badger (FF-1071).
He was an hereditary companion of the Military Order of the Loyal Legion of the United States as well as a member of the District of Columbia Society of the Sons of the American Revolution.
