Charlotte Isabelle Spungin was born on June 12, 1929, in Providence, Rhode Island, United States. She is a daughter of Abraham Spungin, a cattle broker, and Golde (Morrison) Spungin, a homemaker.
In 1951, Charlotte received a Bachelor of Arts degree with honors from the University of Rhode Island. Later, in 1966, she got a Master of Education degree from the University of Florida. Then, Spungin continued her education at Nova Southeastern University, in Davie, graduating with an Education Specialist degree in 1981.
During the period from 1961 till 1990, Charlotte held a post of a teacher of Psychology, American Government and Economics, as well as a post of a head of Social Science Department at South Broward High School, Hollywood. Between 1979 and 1981, she acted as a member of the board of directors at Lippman Youth Shelter. From 1985 till 1990, Spungin also held a post of a member of the board of directors at the Holocaust Documentation and Education Center in Dania Beach, Florida. In 1987, she was appointed a chairperson of education committee at the National Anti-Defamation League, a post she held till 1989.
During her career, Charlotte held other positions, including the post of an instructor in Psychology and Sociology at Broward Community College (present-day Broward College). Also, she worked as a state representative to Task Force on Alcohol and Youth and as a member of Florida Governor’s Task Force on Educational Accountability.
Moreover, Spungin acted as a writer for curriculum guide for the Bill Moyer's Creativity television series, as well as a writer for "Creativity" television series.
