Lei Cheng graduated from the Law College of Japanese Imperial University in Tokyo with Bachelor of Laws degree and was a research fellow of the Graduate School of the University, specializing in constitutional law.
Mr. Lei was a principal of the 3rd Provincial Middle School of Zhejiang and also a compiler of the Law Drafting Bureau of the National Government. He served as a professor of the Central University, was an instructor of the Central Military Academy, Nanjing. Lei Cheng held the post of a compiler of the Examination Yuan of National Government. He was a secretary of the Ministry of Personnel Selection of the Examination Yuan. He was a member of the Executive Committee of the Special District Party Headquarters of Nanjing and concurrently chief secretary of the committee. Later he acted as a director of Administrative Affairs Department of the Ministry of Education and concurrently member of Standing Committee of the Executive Committee of the Special District Party Headquarters of Nanjing.
