Fang Chi-fan was born in Chenghai, Zhejiang, China in 1884.
Mr. Fang recieved his early education in his native town. He studied law at the Shengzhou (Shengchow) Law College, Shanghai, graduating in 1917.
Fang Chi-fan held the post of a manager of Tung Lu Bank, Shanghai and concurrently chief of the arbitration board of the Chinese General Chamber of Commerce, Shanghai in 1918. Later he worked as a director of the Shanghai Government Mint. Since 1920 Mr. Fang became a member of the Shanghai Bankers' Association. From 1921 he was appointed a director of the Ningbo (Ningpo)-Shaoxing (Shaoshing) Steam Navigation Co., and of the Chinese merchants' Stock Exchange.
Mr. Fang was elected vice-chairman of the Chinese Chamber Of Commerce and of the Chinese Ratepayers' Association, Shanghai in 1922. The same year he became organiser and a director of the Ta Yu oil factory. Fang Chi-fan was a manager of the Nantao branch of the Commercial Bank of China and director of the Hung An Steamship Cooperation since 1923. And also he was a director of the Chinese General Insurance Cooperation, Shanghai, since 1933. At the same time, he was also a legal practitioner in Shanghai.
