Chia-hsiang Wang was born in Shao-hsing, Zhejiang province, China in 1873. He was Senior Licentiate (Kung Sheng) in the Ching Dynasty.
Mr. Wang studied police administration in the Tokyo Police College, graduating in 1908.
Chia-hsiang Wang occupied different high positions such as director of police administration of Chekiang, China in 1908, member of the Chekiang provincial advisory council in 1909, director of police administration of Kirin, China in 1911, magistrate of Hangchow in Chekiang, China in 1911.
He was also a senator of the First Parliament in 1913, President of the Senate, chairman of the constitution conference and chairman of the presidential election college which elected Yuan Shih-kai first President of China in 1913.
Mr. Wang was re-elected President of the Senate in 1916-17 and then became director-general of the Fu Chung Corporation - a SinoBritish mining concern in 1917. From 1922 till 1928 he elected for the third time as member and President of Senate.
