Chiaki Watanabe was born on June 17, 1843 in Japan.
After finishing at his clan school attended Kogaku Kokyiljo (school of Japanese classics) and then began taking active part in the loyalist movement.
Chiaki Watanabe was appointed judge of Tokyo Law Court (1876), then Governor of Kagoshima Prefecture (1880), Governor-General of Hokkaido, Vice-Minister of Home Affairs and Governor of Kyoto. He was created Baron (1900). Became Minister of Imperial Household Affairs with the title of Count (1910).
