Koyata Torio was born on January 10, 1848 in Hagi, Japan. He was the son of Takayoshi Nakamura, a clansman of Choshu (Yamaguchi Prefecture).
Koyata Torio started his career with the army (1870), was rapidly promoted director of Military Affairs Bureau and commander of Osaka Garrison. For distinguished services rendered during the Seinan Affair (revolt of Takamori Saigo) was promoted to lieutenant general (1876). Later was Privy Councilor, member of the House of Peers and created a Viscount.
