Mr. Kan graduated from Tsinghua College (now Tsinghua University), Peking, 1920. He was sent to the United States for higher education in the same year by the College. He attended University of Wisconsin, receiving his Bachelor of Arts degree in 1922. Kan Chieh-hou did a postgraduate study at Harvard University, majoring in political science and diplomacy, being given Master of Arts degree in 1923 and Doctor of Philosophy degree in 1926. Upon return to China in 1926, he taught in various universities in Shanghai.
He joined Eugene Chen's Ministry of Foreign Affairs of the Wuhan Nationalist Government as a secretary in 1927. Four months later, Kan Chieh-hou was appointed chief secretary of the same Ministry and upon departure of Eugene Chen from Wuhan, he became chairman of a committee of three in charge of the Ministry. In November, 1927, after the defeat of Tang Shen-chi, Mr. Kan was appointed by the Nanjing Nationalist Government to the following positions in Hankou.
Mr. Kan was a member of the Provisional Political Council for Hubei and Hunan, chief of the department of foreign affairs of the same Council, executive member of the Wuhan Finance Commission, commissioner for Foreign Affairs for Hubei and Superintendent of Customs in Hankou. In 1932 Kan Chieh-hou became a vice-minister of Foreign Affairs, but soon resigned following the resignation of Eugene Chen as Minister. From 1933 to 1934 he served as a commissioner of Foreign Affairs for the Five Southwestern Provinces. Mr. Kan held the post of a special commissioner of Foreign Affairs for Guangdong and Guangxi since 1935.
