En-Sai Tai graduated from St. John's University with Bachelor of Arts degree in 1913.
From 1913 till 1914 he attended Tsinghua College and was sent to the United States as an indemnity fund student.
In 1914 he studied under Prof. John Bassett Moore, the renowned American international jurist in Columbia University and in 1915 he received the degrees of Master of Arts and in 1918 Doctor of Philosophy.
In 1918 Mr. Tai was appointed Foreign Minister, then as secretary in the Ministry of Foreign Affairs of the Canton Military Government. Then he was promoted director of the department of political affairs in the same Ministry in 1919.
Later En-Sai Tai was made member of the diplomatic commission Mayor of Wuchow, Kwangsi.
From 1921 till 1922 he worked as a commissioner of Foreign Affairs for Kwangsi.
From 1925 till 1929 Mr. Tai was a director-general of the board of conservancy works of Kwangtung.
In 1930 he was appointed Minister to Brazil, South America.
