Mr. Ho was born in Liling, Hunan, China, in 1887.

He graduated from Baoding (Paoting) Military College.
He was appointed commander of 9th brigade in 1920, in 1926 - commander of 2nd division of Nationalist 8th army, and since 1927 Mr. Ho served as a commander of Nationalist 35th Army. The same year he became a chairman of commission for rehabilitation of western Hunan. Also Ho Chien was a commander-in-chief of the Government Pursuit Forces of the Communists since 1934.
