Chuan Chih-huan graduated from Nanyang University 1920 with a degree of Bachelor of Science in electrical engineering.
Mr. Chuan served as a radio engineer of Ecole Superieure d'Electricite de Paris in 1922 with practical work done at various radio stations in France. Chuang Chih-huan travelled in 14 countries in Europe studying radio and electrical engineering and joined the Ministry of Communications of the Beijing (Peking) Government in 1925.
He went to Canton in 1926 as professor at the Whampoa military academy and later joined the Ministry of Communication when Sun Fo was Minister. Then Chuan Chih-huan was appointed director-general of the radio department at Hankou (Hankow) (1917). Since 1927 he worked as a superintendent of Customs at Wenzhou (Wenchow). After Mr. Chuan became managing director of the tobacco tax bureau for Zhejiang (Chekiang) during the first part of 1928 and in August of that year was appointed director-general of Telegraphs and Telephones in the Ministry of Communications which post he held until 1930.
Chuan Chih-huan held the post of a counsellor to the Headquarters of the 19th Route Army during the Sino-Japanese War in Shanghai in 1932. The same year he eas appointed professor at the Chiao Tung University. Later he was also engaged in business of electric appliances in Shanghai.
