Chiju Okano was born in 1860. He was the third son of Akitane Kigawa, composer of kyoka (satiric waka).

Chiju Okano joined the Hochi Shtmbun (newspaper) (1877) and subsequently wrote for other newspapers. He was also a Christian evangelist and edited a social history of Japan. Became managing director of the Kakumaru Trading Company. Wrote many books including "History of Prostitution in Japan."
