Chikayosh Kuroki was a military adviser. He was a major in the Imperial Army, but left the service when the Japanese Government refused to follow his advice on aji Eastern policy. After this he became an adviser to General Grigori Semenov, a White Russian (1891-1934. He served in Siberia and North Manchuria.
