Chikutan Ise was born in 1831.
Chikutan Ise studied Dutch in Edo and Nagasaki.
Ise was sent by the Shogunate along with the entourage of the Japanese envoy to America (I860) to observe the state of affairs in foreign countries. He was the first retainer of the Choshfi clan to travel overseas. Returning home Chikutan Ise was made captain of Jimbo Maru, a Western style ship which his clan had purchased. In addition was placed in charge of the gun foundry and munition plant. Later entered Government service (1871) and was made manager of a shipbuilding yard and then given an appointment in the War Office and in Kyoto Municipal Government.
