Mr. Ko acted as a chief staff officer to the Commander of 1st Division of Zhejiang Army. He was a chief of staff to the Field Headquarters of the Nationalist Commander-in-Chief in Xuzhou, chief of Staff Office of the Headquarters of the Nationalist Commander-in-Chief. Later he was appointed associate director of Administration Department of the National Military Disbandment and Reorganization Commission. Mr. Ko was elected member of the National Reorganization Commission. He was a Mayor of Qingdao Municipality.
Ko Ching-en was a member of the National Reconstruction Commission Department Chief of the General Staff. Then he became a director of Aviation Administration of the Ministry of War.
