Chow Chun-yen joined the Guomindang (Kuomintang) in 1924 and was a chief of the Supply Bureau of the Whampoa Military Academy in 1924. He was a director of the Supply Department of the First Nationalist Revolutionary Army in 1925 and a member of the Finance Committee of Zhejiang (Chekiang) in 1926.
Later Mr. Chow served as a Salt Commissioner of Zhejiang (Chekiang) in 1927 and member of the Zhejiang (Chekiang) Provincial Government in 1928. Also he was a member of the Executive Committee of the Zhejiang (Chekiang) Provincial Party Headquarters and concurrently Superintendent of the Commissariat Department of the Headquarters of the Generalissimo of the National Army, Navy and Air Force in 1930.
He was a member of the Zhejiang (Chekiang) Provincial Government and concurrently Commissioner of Finance in 1932 and was a Director of the Supply Department of the Ministry of War, since 1934.
