Mr. Ho graduated from the Japanese Military Officers' College, Tokyo.
Ho Chu-kuo was an instructor at the Baoding (Paoting) Military Officers' College and the Military Training School with the rank of Colonel. And then he was a chief of staff office of the Headquarters of the Inspector-General of First and Third Allied Armies (Fengtian (Fengtien)) under the late Marshal Chang Tso-lin, later - Commander of 45th Regiment of the Independent 45th Infantry Brigade of the Fengtian (Fengtien) Army.
Mr. Ho also served as a Garrison Commander of Kaifeng, Henan (Honan), Commander of the 9th Independent Brigade of the 23rd Division of the Northeastern Army and concurrently Garrison Commander of Lingyun (Linyung) (Shanhaiguan (Shanhaikwan) and Yongping (Yungping)).
In 1934 his Army was transferred to Hubei (Hupeh) for Communist-suppression duties. After that he stationed at Macheng, Hubei (Hupeh).
