Chief Secretary

Hsu Chung-hao was a Chinese military who participated in the Revolution of 1911, advisor to the Ministry of War and later chief secretary of Examination Yuan.

Background

Mr. Hsu was born in Panyu, Guangdong, China, in 1883.

Education

He graduated from Nanjing Military Academy and the Infantry Training Institute of Japan.

Career

Mr. Hsu served under the Ching (Manchu) Government Army in Nanjing. During the 1911 Revolution, he served as Chief-of-Staff to the Tutu (Military Governor) of the Zhenjiang Army and concurrently commander of the 1st Mixed Brigade of the Army. After the capture of Nanjing, Hsu Chung-hao was appointed Provisional Garrison Commander of the city. He held the post of a director-general of Military Stations of the Northern Expeditionary Army. Mr. Hsu worked as a Director of the Supervision Department of the Headquarters of the Military Governor of Nanjing.

He was a resident commander of Nanjing Garrison and chief-of-staff to the Headquarters of the commander-in-chief of the Jiangsu Expeditionary Force against Yuan Shih-kai. Later Mr. Hsu held the following positions: advisor to the Ministry of War, senior staff officer to the Headquarters of the Commander-in-chief of Guangdong and Guangxi, chief of ctaff to the Headquarters of the Commander of the 6th Army of the National Pacification Forces, chief-of-Staff to the Headquartersof the director-general of the Border Defence of Guangdong, Jiangxi and Hunan.

Hsu Chung-hao took up the post of a superintendent of the Canton-Hankou Railway. Then he worked as a garrison commander of the Canton-Hankou Railway, garrison commander of the Hsinghua-Chuanchow Area of Fujian Field-Commander of the Left Wing Force of the East Route of the Anti-Rebel Army (against Gen. Chen Chiung-ming), senior advisor to the Commander-in-Chief of Guangdong Army. He was a member of the Finance Commission of the Headquarters of the Generalissimo (Dr. Sun Yat-sen), member of the Finance Committee of the Central Party Headquarters of the Guomindang.

Mr. Hsu was a secretary of the Guangdong Party Headquarters. Later he served as a chief secretary of the Examination Yuan, National Government.
