Foltz, Clara Shortridge was born on July 16, 1849 in Fafayette, Henry Company, Indiana, United States. Daughter of Review Elias W. and Telitha Cumi (Harwood) Shortridge.

Went to Pacific coast with parents.

Career

Was left a widow, with 5 young children to support. Studied law; 1st woman admitted to bar on Pacific Coast. 1st woman trustee State Normal School of California.

1st woman District Attorney in United States. Represented bar of California at World’s Columbian Exp’n, Chicago, 1893. Addressed Congress of Jurisprudence and Reform on subject, Public Defenders”.

Drafted bill to create office of Public Defenders and introduced same in legislature of 32 states. Organized Portia Law Club (for women), San Francisco. Specialty, corporation law.

Spoke in campaign of 1900 under auspices National Republican Committee Attorney for United Bank and Trust Company, San Francisco, and general manager of its woman’s department. Appointed Los Angeles District Attorney' General’ s Office, 1910. Organized the Woman’s Banking Club of San Francisco.
