She was a councillor on Chorley Borough Council from 1947-1967 during which time she was Mayor from 1959-1960. She was also a councillor on Lancashire County Council from 1961-1964). Monks was the first, and so far the only, female Member of Parliament for Chorley.
She was a Justice of the Peace (Justice of the Peace and was awarded the Officer of the Most Excellent Order of the British Empire in 1962.

Monks was elected on her second attempt as Member of Parliament for Chorley constituency in 1970, but lost in February 1974 to the Labour candidate George Rodgers.
