Was appointed to the staff of the Director- General of Economics at the Ministry for Overseas. After working at the Overseas Research Board he was appointed head of the Economics Department at the Ministry for Overseas in April 1961. Two months later he moved to Angola as Director of the Economics and General Statistics Services.
In September 1962 he became vice-president of the Economic Coordination Council for Angola and vice-president of the Industrial Development Board. He undertook special studies on mineral exploitation, the best known being on the Cambambe enterprise. A dominant influence on political and economic committees, he began playing a big role on the Economic and Social Council of Angola and became administrator of the agricultural and livestock credit scheme. In 1965 he entered the administration as Secretary for the Economy and four years later was promoted to take on the portfolios of Planning, Economic Integration, Treasury and Accounts.
1961 -1969 - during these twelve years Angola experienced the golden period of its development, with the highest growth rates in Africa.
Returned to Lisbon, he was a senior inspector in the Overseas and Interterritorial Coordination Ministries, and he was responsible for monitoring the performance of government delegates and administrators by the state of concession and mixed economy companies. Created in February 1976, the Institute for Economic Cooperation, a body under the responsibility of the Ministries of Foreign Affairs and Finance responsible for economic, financial and business coordination with developing countries, was appointed a member of its commission. In 1980, the president of his administration, a position that he would serve for twelve years, until his retirement at the end of 1992. From 1994, he was a consultant for IPE, Investimentos e Participações Empresariais, SA, the holding company of the Portuguese State.
