Cyril Orvin Houle was born on March 26, 1913 in Sarasota, Florida, into the family of John Louis and Annie Mae (Hescock) Houle.
Cyril Orvin Houle received a Bachelor of Arts at the University of Florida in 1934. He also got a Master of Arts there that same year. Finally, he earned a Doctor of Philosophy at the University of Chicago in 1940.
Early in his career, Houle began to work at the University of Chicago as an instructor. By 1945 he had attained the rank of associate professor and dean of university college. Beginning in 1952 he served as a professor of education and became professor emeritus in 1979. He also taught briefly at other schools, including the University of Wisconsin, Leeds University, the University of Washington — Seattle, Oxford University, and the University of California - Berkeley.
In 1950 Houle became director of the UNESCO seminar in Sweden, and in 1976 he began nineteen years with the W. K. Kellogg Foundation as senior program consultant. He also wrote books such as “Adult Education” (with Floyd W. Reeves and Thomas Fansler), “Continuing Your Education”, “The External Degree”, “The Inquiring Mind”, “Residential Continuing Education”, “Continuing Learning in the Professions”, “Governing Boards”, and “Patterns of Learning.” Cyril Orvin Houle died on May 6, 1998, in Sarasota, Florida.

Cyril Orvin Houle was a member of National Advocacy Council on Extension and Continuing Education, National Academy of Education, Phi Beta Kappa, and Delta Tau Delta.
Cyril Orvin Houle married Bettie Eckhardt Totten on May 15, 1947 and they had a son David Houle.
