Daisaburo Tsugita graduated from Tokyo University in 1909.
After graduating Daisaburo Tsugita entered the Ministry of Home Affairs as a member of Minseito Party. Rising gradually from the construction, local and police bureaus, he became vice-minister of Home Affairs, a member of House of Peers and with the recommendation of the Emperor was appointed Chief Cabinet Secretary to the Hirota Cabinet (1936), and was Minister of State and Chief Cabinet Secretary to Shidehara Cabinet (1945).
After the end of World War II was purged. When the ban was lifted he re-entered public life as a member of Public Post Applicants Qualification Board and a committee member of the Capital Construction Board. He was an auditor of Sogo Trading Company.
