Yamaoka Mannosuke was born in 1876 in Nagano Prefecture located in the Chubu region of Japan.
Yamaoka Mannosuke graduated from Nihon University (1899).
Yamaoka Mannosuke worked at the Tokyo Local Court and then went to Germany to study. Later he became the professor of Nihon University, then its trustee and president and contributed to the development of the university. He became the member of the House of Peers (1929) and again became president of Nihon University (1933). He was the honorary adviser of Nihon University. He is the author of "Principle of Criminal Laws" and "Policy on Criminal Affairs."
